NAPE was founded 1994 by the Energy Conservation Foundation created by the Polish Development Bank and is consulting/engineering company focusing primarily on identification of energy efficiency measures in buildings and assisting owners of them in fund raising for their implementation. NAPE team is composed of engineers and economists who provide also expertise on institutional, legal and financial frameworks for systematic preparation of large investment projects in local scale (housing co-operatives, condominiums, facility managers, public authorities). On request of international financ- ing institutions (EIB, EBRD, World Bank), the NAPE team undertook market studies in this area, which analyse the different framework conditions and regulations.
